Yep, this is a rebus, which uses pictures to spell out words. A traditional rebus mixes letters with pictures, like "F + (ear)" would make "fear".
The play-on-words puzzles, like TIstitchME as "stitch in time" aren't proper rebuses, but folks have been calling them that for years in here. I don't know if they have an official name or not.
